Body fat distribution

I've never seen someone with a very low waist circumference for their age (e.g. adult vs pediatric) and ethnicity have a significant amount of body fat. Got a picture?

Hello BBM, I see that some people have bodyfat on their waist even if its around 29 inches (no abs at all and fluffy, and the measurement is proper they measure at navel or slightly below depending where the superior part of their iliac crest is located) but their back and other bodyparts are leaner compared to their waist.Are these people predisposed to carry and gain more bodyfat in their midsection? And because of this should they gain weight even a a slower rate if they want to bulk. Thanks!
