No, you should not max out, but you should warm up with the reps prescribed, and when you get to the RPE for the day, that's your weight. So warm up to a reasonably heavy, yet still very solid set, and if it's supposed to be RPE 7, you should be able to do 3 more solid reps with that weight. Then you will add weight for your next session to that starting point.
