In my experience, BBM usually programs the assistance lifts to be beltless while the main lifts are with belt (usually specified on the template). That said, if you're just dying to use your belt, have at it!
Rack pulls are an overload type exercise, so I always go as heavy as I can for the prescribed sets/reps. This usually requires a belt and lifting straps too, but then you will be close to doing reps with your deadlift 1RM.
