Acceptable weight to waist gain ratio

Hi Doctors,
assuming a trainee sticks to your general recommandations regarding nutrition (stay below the cutoffs, not gain more than 0.5-2kg of weight per month, follow what’s been laid out in the Science of Red Meat article), is there any general ratio of waist to weight gain (i.e x cm per y kg) that you shows a reasonable muscle/fat gain ratio when on a surplus?

This is not something I have done enough research on to come up with a hard number just yet. I’m in the process of trying to dig for more info to come up with something like this though.
