End Game

How do you program for someone who has reached their strength goals and is “strong enough” (even though it may not be as strong as You think he should/could be)?

From a physiologic / medical standpoint, does a human being have to continually be getting more and more muscle mass (ad infinitum) to realize the benefits of strength training? In other words, is there such as thing as being “strong enough”?
