Waist measurement

I have two questions if you please.

First question - with respect to waist measurement what is the procedure for obtaining that? Around the belly button? Hips? Tight abdominals or being relaxed?

Second question - what does the literature reveal about the use of amino acid supplementation vs protein powder in terms of building muscle? Is it a simple matter of a very fast Cmax of amino acids vs the need to hydrolyze protein? What implications does that have? I’m not necessarily speaking about triggering MPS but using the amino acids for building muscle.
