Weight going down, BF% and Waist are not

Training about 6 months

Press: 65kg
Bench: 100kg
Squat 145kg
Deadlift 175kg
Started this program about two months ago (General Strength Training Template for the Intermediate/Advanced) while on a deficit (168 protein, 196 carb, 31 fat, 1820+/- cals) and while my weight has gone down from 81.6kg to 75.8kg (around 12 pounds) my waist measurement has stayed the same at 94cm. According to the navy method my body fat percentage has actually gone up from 22% to 23%. Is it unrealistic to expect any measurement changes at this point, or is something wrong?

Just measuring myself with a tape measure, around the naval
