Weightgain absolute necessary?

Hey,

iam currently doing a lifting program but I have trouble making progress with my lifts.

  1. If Iam not gaining weight on the scale, I wont make any significant progress, right? Or at least I wont make any gain regarding hypertrophy. So there is no need to overthink my programing yet if I dont make sure that Iam in a caloric surplus?

  2. On the other hand. If Iam gaining weight but not making progress that would mean that my programming is shit, right?
