When to start bulk again?

Male, 5’6, 142-143 pounds, 30-31” waist circumference

i put an end to my bulk when I hit about 150-152 pounds roughly. I am on week 2 of powerlifting II, and I was wondering when I should start up a bulk again?

Also, a 200-300 calorie surplus is the general recommended surplus, right?

If you did a cut after you gained weight, I would maintain for 3-4 week, then gain weight if you want to with a small surplus.
