Can I ask why specifically most of the templates use 7 minutes for GPP? Obviously there’s nothing special about 7 minutes but just wondering the reasoning or logic behind the 7 minute clock specifically.
It’s just made up. Nothing special. That said, I have used this method with my clients over the years and feel like it’s reasonable in the appropriate context.

in the context of 7minute AMRAP versus say 4x10-12 reps for upper back… is the idea that the 7minute AMRAP allows for some more auto regulation?
It does to an extent, though the use of RPE in the explicit set and rep scheme would work too. That said, it takes less time to do the AMRAP and that may reduce fatigue incurred.
