"Dormant" Muscles?

I am curious what the current thinking is on the concept of “Dormant” muscles. My understanding of the concept is that muscles (ex. glutes) through lack of use can reach a “dormant” state where they are not as quick to fire. The result is to redistribute the load to other areas, possibly including joints or soft tissue. While I am sure that my glutes continued to play a part, but when I first started deadlifting most of the load fell on my quads, low back, and hamstrings. It took time for my glutes to “kick in”. When I deadlift now, I notice that if I engage my glutes off the floor the lift is much easier. Also, in everyday life, I notice that my glutes engage while walking or standing up or even sitting for long periods.
