Is there an ideal length (ie weeks) for dieting?

Ie amount of weight loss, behaviorally, compliance wise where people were the most adherent and successful in their dieting efforts?

Not that is generalizable, no.

Is there any biological (as opposed to compliance) reason to take breaks from a diet, that is, diet for a while, eat at maintenance for a while, then diet some more, rather than just keep dieting until you hit your goal?

None that we currently know of.
