Muscle Gain Potential and Regaining LBM

It is my understanding that as a natural trainee with average genetics advances in their training career the amount muscle they can develop per year diminishes (and somewhat drastically). Assuming this understanding is correct to any degree, does this reality only apply to new lean body mass, or is this also the case with attempting to regain previously possessed LBM that has been lost over time due to periods of not training and/or poor nutrition/lack of adequate protein intake/extended time in caloric deficit?
