Is it possible to acquire hypertrophic effects from high velocity-style training assuming a caloric surplus is in place?

If so, do you offer a program that caters to this goal or know of one that does?

If necessary, my history is LP, 3x the Bridge and 3x 3 day Hypertrophy.

Not really, no. The high velocity requires lighter loads (not taken near failure) and relatively lower volumes. These are antithetical to hypertrophy.
