Powerlifting/Bodybuilding and Bulking/Cutting

Does a powerlifting during a bulk make any sense? It just seems bodybuilding makes more sense because you’re trying to pack on muscle. Whereas, a powerlifting program the gains are more neurological than Hypertrophic. Is this correct?

Should I switch to more of a bodybuilding program when I bulk and back to a powerlifting program when I cut?

I think this is a false dichotomy, as I would consider a good powerlifting program to produce a substantial amount of hypertrophy given how important muscle CSA is to muscular strength potential.
