Question of intensity between Strength and Hypertrophy templates

Finishing many templates, I get to realize intensity of Strength might be lower than Hypertrophy’s(volume week tho).

For example,
Strength template backoff sets : 5 @74%

but in the hypertrophy template : 8 @76%

Even though there are single and @9 sets in the strength template, back off sets exist longer. Sometimes I feel hypertrophy templates are harder both in intensity and volume.

It’s also similar between Strength and Powerbulding templates.

Heavy single and RPE9 set are that taxing?
