Beginner Program - Is stalling in one rep range considered stalling on an exercise?

Hi folks,

I recently switched the BBM beginner program after about 2 months with a 5x5 LP (have about a year total of lifting experience but hadn’t followed a formal program before starting this LP). I decided to start in the Phase I week 4 cycle until I stall in two exercises, as instructed. Here’s my doubt:

My estimated 1RM for SQ and DL is much lower on the high rep sets (8+) than it is on the low rep ones (4). I’m sure this is because of poor cardio/work capacity since I had never done high-rep work on compounds before.
For 2 straight weeks, I have not been able to add weight to the bar (and even had to drop some on the last week) on the low rep sets for these exercises. However, I am making progress on the high rep sets.
I don’t think I’m necessarily getting stronger, just improving my work capacity for high rep work.

For the purposes of the program and knowing when to move to Phase II, have my SQ and DL stalled? Or should I continue in Phase I while I’m making progress on the high rep sets?

If you can’t add weight for both exercises, I’d move onto the next phase.
