Hello, I’m on 4th week of first phase and my rpe8s on all of my lifts haven’t increased since week 1. In fact some of them went down. Diet is good, over 150 grams is protein every day. Prior to this program I did 531 for beginners. Should I continue this phase or should I switch to next?
I would just move on to the second phase. Post a video of your squat if you’d like to get some feedback on it

I am a low responder (don’t nocebo me) and during phase I I pretty quickly stalled on everything except for DL.
In phase II I have been progressing on everything (except recently bench tbh) for 14 straight weeks. It’s the volume. I jumped into week 4 of phase II, which I firmly think was right, although I did get a back tweak from DLs.
I think they should tell you in the PDF that if phase I week 4 looks to be of comparable or lower volume than your current programming you should start in phase II.
