If there are no one-size-fits-all training programs, why sell templates?

Firstly to clarify, this question does not come from a hostile intention. I just thought that it would be a good clarification for less informed people like me, who might not be able to fully and confidently reconcile the idea of individualized training and the use of cookie-cutter templates. Is using training templates that are designed for general groups of people a compromise due to the lack of resource to find individual training/coaching? For general population and strength training enthusiasts, templates are good enough, correct?

Of course the scope of this discussion is post-novice training.

Yes, you are correct. Not everyone desires or is in a place for individualized coaching and programming, so a variety of templates allows lifters to have a very reasonable plan, pick a template with a particular focus as needed, and hopefully learn a bit more about lifting and programming as they work through it on their own.
