Volume standards for Strength/1RM oriented training?

How do you folks gauge the amount of volume you’d like to hit for a block?

For example, I try to hit 60/70 reps on squat and bench in a volume block followed by 30-45 reps in a strength block and maintain that as I peak but drop down a bit the week of a meet.

I also find measuring volume stress in reps is better than sets but open to hearing why sets is better or more efficient.
