During my commute for work I bike about 2.5 miles each way about 4 days a week (About 2 hours and 20 miles a week). I go at a decent speed and some of it feels like HIIT when I’m running late :).
When it calls for GPP days should I omit the cardio portions entirely [LISS and HIIT] and just focus on upper back/abs/arms?

No, I don’t need to lose weight, looking to gain weight actually.
5’8" and about 160 pounds on a good week.

As for conditioning I’m pretty fast on my bike (including hills), recover pretty well between sets. When I’m short on time i can wait 2 min sometimes between sets and have no issues.

If you wanted to bias your training more towards lifting/muscle mass gain, etc. you could skip the GPP since you’re already getting it in.
