Medial Epicondylitis

Thoughts on training plans for a 19 year old with medial epicondylitis? He had a previous UCL tear from a wrestling injury, that has since healed. He is hoping to get in to military and is left with intermittent irritation to the medial epicondyle any time he begins to increase physical activity. There is some laxity to the joint as well. Push ups, bench press appear to bother it the most. I feel he would benefit from gaining upper body, shoulder strength to improve healing but am unsure where to direct his training without continuing to irritate the tendon. We have tried rest, ice, brace, all avenues of PT. Ortho did NOT do surgery on the torn UCL, thankfully. Thank you for any assistance you have to offer.
