Importance of manipulating weight for strength gains

I am currently in a situation that got me wondering about the importance of manipulating weight when the goal is strength gains. Here is what I mean.

My local meet was recently cancelled and i am planning on competing at the 2021 meet in a years time. I am currently around 81 kg with a 33.5 inch waist at just under 5’10. My goal is to compete at the 83kg class so i am already in the right ball park in term of weight. My question is what to do with my diet over the next year to maximise potential strength gains at 83kgs. Does it even matter? The way i see it, i could cut down and then slowly bulk up to 83kgs over 10 months, or i could just maintain my weight between 81 and 83kgs.

Talking purely for optimizing strength, is there a better path to take?

So what i understood from that is, i should not worry about what weight i maintain, and focus more on increasing strength and LBM while maintaining a sub 35 inch waistline. Anyways thanks again for taking the time.
