double progression for low reps

I recently purchased General S+C II and am intrigued by the double progression scheme as I suspect I might respond well to it but will find out.

Could that strategy be successful for a 1-3 rep bracket?..as a different way to train for low rep/maximal strength instead of ascending to top set?

Yes, that is an option for programming. I haven’t seen great success with it personally, but it is an option that you could try.
